This was the bigger underground airbase/facility in the Europe...not only Bosnia/Yugoslavia.
You can get to Zeljava without much problem these days, but unfortunately I can not guarantee you you'll have a pleasant stay there.
The whole airfield is located on the very border between Croatia and Bosnia, so it's regularly patroled by Croatian police (apparently every two hours or less) and Bosnian border service (DGS) is located at the exit 4.
I'm not sure about the law dealing with strangers staying in border zone and I guess it would be best if you check this with the Croatian police there, since they're the ones who can cause you all the problem in the end.
Croatian police is mainly oriented against smugglers and plunderers, so they'll usually leave tourists alone.
However I must warn you that entrances 1,2 and 3 as well as runways 3,
1 and 4 are located in Croatia while the entrance 4 and remaining runways are on
Bosnian soil.
Driving around some runways may thus lead to you crossing the border
and 'causing border incident.
This may or may not lead to you having a lot of problems with DGS.
On the other hand, recent reports from folks that went there show that
they went all the way to the entrance 4 and even talked to DGS guys who showed them where they may go and where they might not go.
So, I guess it's up to you to decide if you want to take the risk and roam the runways or not.
Other very important thing are the minefields.
Croatian mine controll center classifies the whole area of Zeljava as highly dangerous zone.
It is of 0utmost importance not to get off the solid surfaces!!!
And I can't stress that enough!
If you roam arround by no means step on the ground as there are many
traces of mines still visible around the entrances and especially towards and around the Control tower (going to the Control tower is really not a smart idea at the time!).
Guys who went there went there with a retired explosives expert and if you
don't posess those skill I strongly urge you not to go there!
The way to get to Zeljava is rather straightforward if you're at least
familiar with the area or use a GPS.
No matter what direction you come from, your general orientation point is Plitvicka jezera national park.
If you come from the south, before you get to Plitvicka jezera you
will turn towards Prijeboj and then at Licko Petrovo selo take a road to Zeljava.
If you come from the north, you will want to turn left to Bihac at Grabovac and follow the route to Licko Petrovo Selo.
The rest is the same for both directions.
2-3 km after that turn you'll get to the abandoned military base and
the road that takes you to the airbase.
From the army base to the underground facilities there's 3 km of road that is surrounded by a vegetation and some extra caution is needed there because of rather poor road condition there. Drive slowly!
At the end of the road you'll find the triangle and the Klek entrances 1, 2 and 3.
If you're there, maybe you would want a glimpse of the museum of military vehicles used in 1991-1995 war in Croatia located at the suburb of Karlovac,
Turanj, some 50 km to the north of Zeljava.

...there are remains of one mig-21 from Zeljava who was downed by Croatian Army near place Saborsko in 1991.

Don't read all this like some panic warning for this place, it's not that bad...actually nature is beautiful! :-))
I only think that safety/legal issus and expirience of the other peoples who visit that place is the most importing for anybody who 1st time visit thata place.

If you planing to enter inside the underground facility "Klek" you must know there is pretty cold during summer, about 10-12°C, so some warm clothes is recommended.
Every person who go need to have at least 2 good battery lamp because inside is total dark and theres some holes in the ground where you can fall in.
