The problem is caused by the clutch not sliding smoothly on the input shaft splines. As a result, it is still not fully disengaged when you pull the clutch in, so downchanges are notchy at best, or impossible with the lever "locked" at worst.
It is worst when you are changing down after being on the overrun i.e. slowing using engine braking on the way up to traffic lights when "reverse torque" is coming through the transmission.
Blipping the throttle applies some "positive torque" to the transmission, briefly unloading the pressure of the clutch on the input shaft splines and allowing the clutch to fully disengage.
You'll probably also find that if you are in gear and just pull the clutch in, the bike wont coast smoothly, but will have a v.slight resistance as the clutch is still transferring some engine braking to the rear wheel.
The problem will be intermittent to begin with, and gradually get worse.
